How to use the Holy Hydration! e.l.f. Off Makeup Remover for waterproof makeup:
- Shake the e.l.f. out of the bottle before each use to activate the bi-phase formula.
- Saturate a cotton ball or round and gently press into skin to melt makeup, then swipe to remove.
